I am thinking you just want to know how to make the wax for the candle.
If so you can GOOGLE that or use WIKI.

Here is the WIKI discussion on candles.
https://en.wikipedia.org/wiki/Candle
From that I got a list of sources for wax.
Quote
The candle can be made of

paraffin (a product of petroleum refining)
    microcrystalline wax
stearin (now produced almost exclusively from palm waxes though initially manufactured from animal fats)
beeswax (a byproduct of honey collection)
gel (a mixture of polymer and mineral oil)
some plant waxes (generally palm, carnauba, bayberry, or soybean wax)
tallow (rarely used since the introduction of affordable and cheap wax alternatives)

How to make the powder of candle?

That won't be easy, as most materials used for candle making easily cake. You could try to pulverize it using some kind of grinding mill at very low temp (say, -50°C). Trick is, when the obtained powder will reach the room temperature, it will have tendency to combine back into a messy solid.

Perhaps you can use some anticaking agent to reduce the problem.

If you have access to the right equipment you could also melt the wax and spray it out of a nozzle under pressure. Then let the fine droplets freeze either in a stream of cold inert gas or a water bath etc.
