In my book it is written that the number of possible oxidation states increases towards the right of periodic table except noble gases. I know towards the right they are more electronegative but what has that to do with
the number of possible oxidation states
?

The number of electrons increases, more valence electrons more oxidation states?
Na - 1 valence electron -> 1 oxidation state
Cl - 7 valence electrons --> oxidation states -1, +1, +3, +5, +7 and possibly some more I cant remember
