i think the relation is available in any chemistry books.

we can workout pKa=pKw - pKb where pKb is the strength of the conjugate base.

now pKw = pH + pOH

substituting

pKa = pH + pOH - PKb

i think it is clear.

There is no one simple formula allowing pH calculation for every case.

Take a look at pH cheat sheet and pH calculation lectures
