Profile - time settings - server time?

Something strange is happening. I am changing my profile time settings every two days to force forums to display correct local time. It is oscillating - sometimes difference is 9 hours, sometimes 10. There were (not synchronized) changes between winter and sumer time, but it should mean time have to be changed twice - and I have changed it today for at least third time, if not fourth.

I noticed it too, odd. Its a server issue nothing I can do on this end. I can only tell it to offset x units of time that it reads from the server.
Most Common Suggestions I Make on the Forums.
1. Start by writing a balanced chemical equation.
2. Don't confuse thermodynamic stability with chemical reactivity.
3. Forum Supports LaTex
