What is fluorophobic effect?

I search about fluorophobic effet.
That is

Describing the effect of perfluorinated species on the geometry of reaction products.

but,i need more detail information.

And,

Can i act repulsion between fluorine??

generally, fluorine like only fluorine.
but my data is different.
No interaction among fluorine....
Is this abailable??

For Example water is fluorophob . On the other hand high flourinated compounds/polymers are hydrophob. See Teflon layer in a skillet.
