convert Co(NO3)3 to Co(NO3)2

Does anyone know how I can convert Co(NO3)3 to Co(NO3)2.
My final goal is to synthesize HgCo(SCN)4 and at the moment I am sitting with Co(OH)3. I found a method but I need the first conversion I mentioned in order to do it, but if anyone has a method to form HgCo(SCN)4 from Co(OH)3, it will by highly appreciated.

A method to convert Co(OH)3 to Co(OH)2 will also be useful

I'm not sure about this, but I think you need to use a weak reducing agent, something like SO2.
