Help with synthesis

Hello, I can't figure out for the life of me how to solve this.
Since Br is only a weak deactivating sub, it should direct towards ortho/para and not meta. (at least that's what we've been taught).
I can't think of any mild/strong deactivating sub that can be substituted into an ethyl group (which thereafter a Br would be added to using radiation)
Please somebody show me the light.

How 'bout a meta-directing, electron-withdrawing group that (eventually) can be reduced, either directly or indirectly, to CH2CH3?
