Making standard hydrogel

Hi, I have an idea for something that first requires a base of rather liquidy, but still maintaining its gel properties. What materials do I need to order (base chemicals), and what ratios do I have to at least start at until I finally get the consistency that I'm looking for? I've scoured the internet and this seems to be very hard to find. Hydrogel would definitely be ideal, but gel that can hold moisture for long to medium periods of time can suffice.
