Catalysis and XPS

If catalysts have multiple oxidation states and we can look at the oxidation states through wet chemistry change in colour etc.

Why would you want to spend lots of money doing an XPS experiment to look at difference between oxidised catalysts

Am I right in thinking that one compound of Fe3+ may also have a small % of Fe2+ and using XPS can look at this?
