Density of States in Graphene in Catalysis

Hi everyone,

I read that pure graphene is unreactive because it has a low density of states, and to enhance its catalytic properties you need to increase its density of states by various methods like adding a dopant.

Why would increasing the density of states make graphene a better catalyst? How does the density of states got to do with catalyzing a chemical reaction like oxygen reduction reaction (ORR)?

I'm just a student new to this topic. Please help.  :'(
