May I ask why is coke breeze used as backfill material in deep well anode in Cathodic Protection System?

May I ask why corrosion rate is increased when the potential of the mild steel goes below -1400mV? Does'nt the corrosion of the mild steel stop when the potential of the mild steel goes below -800mV??
