This type plastic cloth is so widely used but for the life of me I have no idea what is it called scientifically?
can someone please give it the right name?

Let's start with a few questions:

Widely used for what?
By "plastic" do you mean "synthetic polymer"?
Where did you acquire the photograph?

The photo I have taken of the cloth with tape M for ref,
I think it is used mostly in packaging,

My knowledge is limited as to the types of plastics - it is made of very thin wool-like strands
somehow pressed together, it is NOT like your average shopping bag that is water proof, this material liquid permeable - for sure it is SYNTHETIC.

Yea - it is difficult to say as it could be a range of things. Is it absorbent? If super absorbent then it might have sodium polyacrylate fibres in it...  these are very absorbent.

I take it is not just a tissue, you said it was widely used - what is it used in? Knowing what it is used in would help.

PS - Sorry - you already said it is used for packing....  so yea - could be any polymeric really. Does it absorb water or merely pass it through?

I think Borek is right, searching for the term Polypropylene cloth yielded pictures similar to what I have, for sure it is non-absorbent.
