It is told that the TCEP can work in wide range of pH to break disulfide bonds. So why is it recommended that it is better to use TCEP in buffer solution with around natural pH?

For what target? Natural pH, that means, what exactly? I have to guess, you mean physiological pH, meaning the target is a bio-molecule. But you should say that. And it may completely answer the question for yourself.

TCEP is said to be somewhat labile in phosphate buffers. I am not sure of the mechanism.
