Hi guys, I've been in some trouble trying to find a solution to the following synthesis problem, so I'll really appreciate any help you can provide. The problem states as follows: "Suggest possible reagents and conditions for carrying out the following synthesis".

How about first cleave the double-bond, what reagent(s) can do that?
