No. Magnetic can be some metals, like iron, nickel, cobalt and some rare earth metals like gadolinium or samarium. And alloys of others.

(Ferro- and ferri-) magnetism is a molecular property, not an atomic one. Some steels are not ferromagnetic. CrO2 makes permanent magnets. Some polymers are ferromagnetic and contain no metal atom.
