Would a basic solution (water and KOH) have less H-bonding capability than a neutral solution? There are a lot of factors here that make it hard to guess at. Anyone have any data, link, or just a good answer?

May not be the answer you're looking for but you could look up Kosmotropes and Chaotropes and their effects on the structure of water. Hoffmeister series
