Although I'm not completely sure, HCl is the catalyst.

Depends what reaction you are trying to get to occur.  If you're just exchanging the OH for a Cl, then there must be a stoichiometric amount of HCl present, so it's not really a catalyst.  An elimination reaction, however, could proceed with a catalytic amount of HCl to give (mostly) 2-butene and water and regenerate HCl.  In a two step process, you could exchange the OH for Cl and then eliminate to 2-butene + H2O + HCl.  That could potentially be catalytic in HCl.

2-Butanol can react with boiling concentrated HCl and exchanging OH group with Cl can occur
