hi, i was just wondering if palladium chloride synthesis would be achievable by someone who has experience of basic chemisty processes? (reflux/distillation/extractions/recrystallisation etc...)

Synthesis from what?
Palladium is inert and requires strong oxidizing agents, so even if doable, it won't be trivial.
