rubber cement vs liquid electrical tape

I might be crazy or confused, but aren't rubber cement and liquid electrical tape both just rubber dissolved in some mixture of MEK and Acetone? Almost seems like they are the same thing... What am i missing?

"Just rubber" doesn't sound like a reliable description of an elastomer - plenty of those, differing in properties.
