Differences between electrolytic and galvanic cells

Since the highest Ered is the cathode in a galvanic cell, is the lowest Ered the cathode in a electrolytic cell?

Furthermore, in a question like this

"Consider electrolysis of 1M MgBr2 in an acidic aqueous solution at 25 oC. Use standard reduction potentials answer the following:
Which species will be produced at the cathode? Which species will be produced at the anode?" Where the answers are H2(g) and Br2(l), respectively.

If the question was the same but in a galvanic cell, Mg2+ would be produced at the anode and H2O would be produced at the cathode, yes? because in a galvanic cell we want the most positive Ecell and in an electrolytic cell we want the least negative Ecell?
Thanks any clarification would be greatly appreciated

On the cathode bromide Br- will be produced. Where water should come from. The other answers are correct.
