What reaction does a secondary alkyl halide placed in water with sodium ethoxide give?

I thought it was e2, but I was told it's e1; but I'm not convinced. Do you have any ideas? Thanks

As you describe it, the base will be a mixture of ethoxide and hydroxide, which is odd.  Why do you think it will be E2 and not E1?

I agree that it looks more like E2, but I would like to hear your reasons.
