Why does ClF3 exist while FCl3 does not? Why don't other halogens form such compounds?

I think its the matter of electronegativity. Flourine is the negatives element, it attracts electrons from other elements. So it can react with chlorine to ClF3.  Otherway around its not possible.
Chlorine can form BrCl3, BrCl5 , ICl3 and ICl5.
