I realize this is most likely a really stupid question, but I haven't been able to find information on mixing all four together.

Is it safe to mix carboxymethyl cellulose, sodium percarbonate, sodium carbonate and borax?

What do you want to produce.?
Beside the percarbonate it should be no problem. Percarbonate can develop oxygen if getting alcaline and wet.
