Any suggestions on where to find experts on nascent iodine?   Are there test to determine the percentage of nascent reacting iodine present in a solution?

Lecture 23 found on Google under nascent iodine search describes a reaction in the thyroid where  "Iodide is first oxidized either into nascent iodine I (I with elevated 0) or I (I with sub 3-)."
 Or both considered nascent iodine?
 How is nascent iodine describe best?  
Is nascent iodine the same as Atomic Iodine used in Iodine lasers?
