Someone told me that physiologically ammonia is more harmful than urea because it is more soluble. Why is ammonia more soluble than urea? Is it do do with size?

They are both well soluble in water but aq NH3 is a basic solution:
NH3 + H2O --> NH4+ OH- Thats why NH3 is a toxic compound for more of the organisms...
