Ferrofluid synthesis problems?

Has anyone had trouble producing ferrofluid where the magnetite never synthesizes?  I'm following the directions posted on an About.com article.

After mixing the ferric chloride and the ferrous chloride, I slowly stir in the proper amount of ammonia, but the solution just becomes a brown slurry with black specks.  Is there a better way to produce the ferrofluid than this method?  I need to produce about a quart, and most of the websites selling it premade want $30 for only 10mL.
