Chemical Extraction Need Help Pls

There is a Jelly that has the following:

hypromellose ?
sodium hydroxide ?
hydrochloric acid 2 M ?
methyl parahydroxybenzoate 0.7 mg/g
propyl parahydroxybenzoate 0.3 mg/g
purified water ?
Lignocaine hydrochloride 21.3 mg/g

Need to seperate the Lignocaine for everything else...???

{hypromellose :
Solubility: soluble in cold water, forming a viscous colloidal solution; practically insoluble in chloroform, ethanol (95%), and ether, but soluble in mixtures of ethanol and dichloromethane, mixtures of methanol and dichloromethane, and mixtures of water and alcohol.

Lignocaine hydrochloride :
Soluble 1 in 0.7 of water, 1 in 1.5 of ethanol, and 1 in 40 of chloroform; practically insoluble in ether. Hope this helps}

Since its insolubility in chloroform hypromellose can be easily separated from lignocaine at weakly basic water solution. Together with lignocaine you can find methyl parahydroxybenzoate and
propyl parahydroxybenzoate in chloroform extract. After acidification with HCl this mixture can be separated by water.

Problem occurs when the chloroform enters the solution, it turns into a white slimy liquid which foams up a little bit when you shake it. Then it sits at the bottom, in the chloroform but doesn’t dissolve. The whole solution is milky with thick stuff at the bottom but gradually clears at the top, about 10% of the top is clear.

I think that removing the top layer and then filtering it should give the extract. Do you think this could be right?

Also with extracting does something need to be fully dissolved before extraction can occur?

Example: If we use ethanol for this extraction the Hypromellose; This will not be soluble but the Lingocaine.HCI will. Does the Hypromellose need to be dissolved first for the Lingocaine to come away from it?
