so d name should b ----->   Oct-7-ene-1-oic acid.

But carbon atom of carboxylic group always has locant "1", so correct name of your compound is: oct-7-enoic acid.

We all thought that you want to know name of substrate  But you're right - product of this reaction is oct-7-en-1-ol.
