If there is a Na atom and 2 Cl atoms, what would Cl atom prefer to form ionic compund with Na atom or covalent compound with Cl atom (i.e. NaCl or Cl
2
) ?

well chlorine already comes as a diatomic molecule Cl

Cl can be transient monatomic.
Even if it couldn't, it's a question that has its answer in thermodynamics, like in bond energy of NaCl vs Cl2.
