manganese oxide questions

I just acquired a very small amount of manganese oxide from a friend, I'm curious about its properties and reactivity for a science experiment. Is it an effective oxidizer for a rocket engine? If so, what compound works best? The friend said not to drop it in water, what will happen?

Which manganese oxide? There are several. Most likely you have brown MnO2. Won't work as a rocket fuel.

it is black, and it is the same stuff used in alkaline batteries. It is listed as manganese (IV) oxide.
