Isoelectric point

The statement from a book says that the isoelectric point of the hair is very low, approximately 3. What's meant by isoelectric point?

I get stucked with this term as I haven't met this term in my chemistry knowledge (I have learnt Analytical Chemistry, Physical Chemistry, Organic Chemistry) Isn't this term found in inorganic chemistry or polymer chemistry? (As I will study these two subjects in next semestor)
