Is this defined to be a reaction which forms a six membered ring or rather a reaction that can form any type of ring (ie 5 membered, 4 membered, bicyclic ring etc)?

The Robinson annulation forms a six-membered ring. It's really the only way to have a conjugate addition followed by an aldol, which are the two steps of the Robinson annulation.
