How do nitro groups direct? What about bromine? Or the methyl group?
Can you convert methyl groups into any of the functionality in your target molecule?

Actually, this is perhaps a bit more involved than I thought yesterday. Which isomer do you mean?
4-nitro-2-bromobenzoic acid or 4-nitro-3-bromobenzoic acid?
