Determine whether its an acid, a base, or neither:
1. silver nitrate
2. carbon dioxide bubbled into water

So they are saying  if you:

Put AgCl into water, does it make the solution acidic, basic or neutral?

If you bubble carbon dioxide into water, does it make the solution acidic, basic or neutral?

To figure this out you must look at what happens when you add water to the above equations:

AgCl + H2O ------->   ____________

CO2 + H2O -------> ____________
