Hi,

I'm looking for a completly di-electric liquid with a very low melting point, a high boiling point, which is non-flammible and non-toxic.

Anyone have any ideas?

I don't believe water is considered a useable dielectric, it conducts too well in this case.  .  

I would suggest that you do some research of your own.  First find a list of useable dielectrics.  Next go to http://www.chemfinder.com and register (free).  Search for the best compound which matches your criteria, it should plainly list the mp and bps, and even the flammability at times.
