A Question about Bases

I am looking for a clear basic liquid that would be considered non-hazardous. I'm trying to ship the base and an indicator, but I cannot ship NAOH or Ammonia because you have to be like haz-mat certified. Thanks for your *delete me*!

Is sodium bicarbonate basic enough?  It should be safe to ship.

I would have to test it.. It would need to be basic enough for Phenolphthalein to react and 'indicate.' Sodium Bicarbonate is not a liquid. It comes in a powder typically though. Will it dissove in water to look clear, while raising the pH value?!

Bicarbonate won't work IMHO, carbonate should do the trick (speaking of solution pH).
