For starters, you are using an incorrect term. To dissociate means "to separate into ions, for example in water." Something like:

OK, you want to decompose ZnSO4. Into ZnO and SO3. But SO3 doesn't exist. And that product unbalances the oxygen from the reaction. You could get SO2 gas, but that is toxic, and ZnSO4, not very toxic. Again, I don't understand what you mean

You want a membrane to drive a decomposition reaction? No. That is not possible. That is neglecting the very basics of chemistry.

Yes. You can roast the dry solid, and the SO2 will fly off, leaving ZnO. But you need to learn more chemistry before you can do these sorts of things.
