I think that he is asking if we can make Benzene HCl (the HCl salt of Benzene) Its impossible because only amines (molecules containing a N -nitrogen group-) can be made HCl salts if they aren't made they're called freebases!!!

Well, if that (freebase / salt) is the rationale, then what about phosphines etc? (Yes, I know this is not directly linked to the question, but formation of salts is not just limited to amines in organic chemistry)
