bar pressure

Hi everyone,

I am confused as to why someone would say "30 and 1.5 bar pressure" to indicate pressure. Are they talking about 31.5 bar pressure, and if so why won't they just say that? I tried typing this phrase in google but didn't find a helpful answer.
