I am interested in how do Chemistry professionals view Chemistry Olympiads. Would, say, an industry professional be impressed by national/international level of participation?

Well, that really depends I what sort of appreciation you're looking for.  If you've just graduated, by all means, put it on your resume, under education, for consideration with your other talents.  Or in your C.V., for grad school application, sure.  At higher levels 'tho, well, you should have other things to talk about.

Well, I am in my junior year in high-school and I qualified for the International Mendeleev Chemistry Olympiad, I decided to see if this had any value in post-secondary education.

Yes, I'd definitely mention it on college applications, or during interviews.
