normally you make a buffer with one pH value (For example you make a phosphatebuffer with pH 8.0). The buffer is then able to keep this pH-value constant when small amounts of acid or base are added.
So all you have to do (in practice) is to choose an appropriate buffer which is able to buffer in your desired pH range.
Example: you want to make a buffer with pH 8.0 --> You can choose Tris (buffer which has a buffer range from ~ pH 7.0- pH 9.0), weigh in the amount of buffer and adjust it with HCL or NaOH to pH 8.0 (by titration).
