Why does rearrangement of the carbon skeleton occur with the addition of HCl to a double bond but not in hydroboration?

Carbocation is existed as intermediate in addition of HCl.

check up the mechanism of hydroboration:

there is no carbocation formation in hydroboration. no scope for rearrangement.
