what is the difference between glacial acetic acid and normal acetic acid?

is it one is more powerful than the other?

At low temperature acetic acid freezes and it is called Glacia acetic acid

Glacial acetic acid or glacial acrylic acid mean they contain no water and they freeze at 16.6 and 13°C respectively.  

Acetic and acrylic acids are sold industrial mainly at two strengths:

Glacial >99% acid
80% acid (20% water added to reduce the freezing point)

Can anyone  suggest a way of making glacial acetic acid at home from household vinegar ?   Textbooks suggest using dehydrating agents such as phosphorus pentoxide - not easily available to the amateur chemist, or else going via a salt such as sodium or calcium acetate, and distilling the dry salt with conc sulfuric acid.   Would it be obtainable by fractional distillation ? or by selective freezing ?
