predict rate constant of the following reaction: trans-[PtCl22py2] + I- -->trans-[PtClIpy2] + Cl-

Given that the rate constant for trans-[PtCl22py2] + Br- -->trans-[PtClBrpy2] + Cl- is 3.7 L/mol.s
