If you know the answer Ill mail you a $10 money order. I'm trying to design a specific security system and I cant give you more details about that. But what I am looking for is  a chemical or compound or substance not sure but I know it can only be seen by a tuned video camera. Its not visible to the human eye. Ive heard it costs around 100k per pound but I don't really know more about it or where to find it. If you have any idea what it is or where to direct me that would be great.

Give more details about your setup.

Depends on what you are trying to achieve, it can be as simple as: buy colorless clear paint which is fluorescent in UV (black-light); put your camera and UV light side-by-side, when it is dark, the paint mark will give bright yellow or green glow.
