How to get bone meal into solution

I want to get powdered bone meal to go into solution. It's mostly calcium and phosphorous (not sure the exact forms, although I assume it's mostly organic) with many trace minerals and 4-5% nitrogen.

I assume it's best to start with distilled water since it would have the most capacity to take the bone meal into solution.

I've tried using weak ascorbic and acetic acid, but neither seems to dissolve much of the bone meal.

Would heat help?

Any thoughts?

Perhaps microwave digestion with concentrated nitric acid?

I don't think you are going to get it to dissolve in water very easily, or even in soil range pH's - that's why it is a slow release fertilizer.

Weakly concentrated phosphoric acid.
