Also, there are already fuels that create ozone when burned. In fact, normal gasoline will create ozone when burned. However, this is not a good thing. While ozone in the upper stratosphere will help protect us from UV radiation, ozone at ground level is known as smog. Because of ozone's reactivity, it is unhealthy to breath and can aggravate the respiratory problems of those with conditions such as asthma. Also, since ozone is unstable, ozone produced at the ground level does not make it up into the stratosphere to help replenish the ozone layer. So most people try to make fuels which avoid the production of ozone.
