immobolizing glue

I was wondering if it is at all likely that a breathable, expanding, quick setting, non toxic adhesive foam or liquid glue could be formulated that would be strong enough to rapidly immobilize someone? Could something of this sort be packaged in a fragmenting bullet that is non lethal both upon impact and accidental ingestion or covering of the nose and mouth? That is, along the lines of sticky foam (http://en.wikipedia.org/wiki/Sticky_foam) but deliverable as a projectile instead of a liquid jet? What would be the primary obstacles to the development of this kind of material?
