charge transfer bands

Hello,

I've been stuck working on this problem for awhile, and could really use some help.  I read my text book, Wikipedia, and other sites and still cannot figure out what is going on.  I have also read a few of the related topics that are on this site, but it is still not making sense to me.

How can you predict whether or not a substance with have a charge transfer band on its UV spectrum?  Also, how do you figure out if it is metal to ligand or ligand to metal?

Specifically, will [Ni(en)3]Cl2.2H2O and or [Cu(DMSO)2Cl2] have charge transfer bands and what kind are they?
