how to dissolve dichrolomethane into water

I found 0.25%(v/v) dichrolometane solution in the reagent catalog.

however dichloromethane is not soluble in water, because it does not have any functional groups or elements that would allow hydrogen bonding with.

How can I dissolve dichrolomethane into water?

when two solvents are not miscible, small percentages can still dissolve in either.  its why, when you extract things, you do more than one extraction wash.  DCM actually has a solubility of about 15g per litre in water, so the 0.25% v/v solution must have some additives or just be wrong. 

ethyl acetate is actually quite soluble in water, although it is not miscible - you can make an approx 1 mol l-1 solution.

15g in 1L or 1.5g/100ml = 1.5%      so 0.25% v/v is quite possible.

However most of the data I can find quotes 1.3g per 100ml of water
